It is absoultely baffling that Cheney, one of the principal architechts and the most shameless and relentless defenders of this war knew this scenerio so well he could actully taste these words on his own forked tongue--and yet still invaded with no post-invasion plan.
The only thing I can think of is that he was being disingenuous then, in '94, reciting talking-points to defend his boss, when he imagined that the invasion would have worked all along, and that he then bitterly incubated his rage for the next 6 years resulting in the creature we have now.
This is several dimensions beyond frustrating, but I think people should see it.
